There is no refrigerant charge in system. Repair any leaks, evacuate system and add a full charge of refrigerant (WP 0297

flow of refrigerant (off and on). Recover refrigerant charge (WP 0297 00), evacuate
system, and add a full charge of refrigerant (WP 0297 00).
